I'd be very simple in that... I'd buy some cement, get a big bucket and mix it (or, if I wanted to do something outrageous, I'd rent a cement mill). Then, I'd pour it all over that piece of that property-that-isnt-mine-but-what-I-should-maintain. Tada, no more lawnmowing either. And you get a great place to park your bike/car/camper/cavaran (depending on the size of it).

The problem with mulch is that weed will poke out of it sooner or later. I know, I have plenty of mulch in my garden, and the weed is poking out of it already (and we put it down in December, after we had that big tree cut down)
