Data has to be converted into ePub, so it is not really possible to input directly into ePub. At least internally, an app would have to take the input, and convert it. Seems unlikely. There are tons of apps that let you create documents, of various formats. Use one of those. Why does it need to be ePub? Unless the Kobo does not let you install apps. In that case, get a device that does. Problem solved.
