I think the author was going for a look akin to this one, but missed the target somewhat

(I wonder if the next book in TSOIAF will come with 30 different covers, to make sure everybody has one that matches their particular series. On an ebook, a cover can be replaced, but it's a bit more difficult with a pbook.)
