I blame touchscreens, or touchscreen-only interfaces. The good old Cybook Gen 3 had a 4-way button, clicking up and down would cycle through all the links in the current page, easy enough to select the note and visit it. It also meant you could keep your finger on the page forward button and read comfortably.
