Both PDF and SVG are vector graphic formats so it is not impossible.

I have just been looking at some of the open source projects for converting scientific/medical/chemical subject pdf's.
Haven't tried any of them myself.

But the point is -
To keep things like those vector graphic equations, vector graphic (without trashing them into bitmaps).
