"Paki" has been rude slang in the UK for at least 30 years (I read it in a book published that long ago). Not sure about Afghani, but since I think the derogatory connotation has to do with the context the term has been used in previously, rather than the abbreviation itself, I would guess there's no particular connotation attached to it.

And I suspect that part of the reason Prince Harry is getting no slack on this is because it's not his first display of cultural insensitivity. (Isn't he the one who wore an SS uniform to a costume party?)
