I suspect that MS's latest me-too, nanny-state monstrosity is responsible, see ===>>> SmartScreen Filter. It's designed to force you into their MS-Store walled garden Ψ²

Another thing to try - open up the Properties for the msi, if it's Blocked then hit the Unblock button.
