Beacuse going by the examples here, Kobo is being amazingly generous and calculating the price match credit on the difference between the competitor's price and Kobo's price before promo code, so even if the book is cheaper at Kobo when the promo code is included you can still get a price match credit based on the price you would have paid if you didn't use the promo code.
