E-Ink ereaders as a rule don't do very well with PDF, and especially image PDFs.
Either use a tablet, or try k2pdfopt which will resize and reflow the PDF (yes, even image ones) in an effort to make it a bit more readable.
KOReader, an alternative PDF (and more) reader available for Android as well as community addons for the Kindle/Kobo/Pocketbook, uses k2pdfopt to dynamically do the same.
