Do note that the original Kindle firmwares referenced turning WiFi on/off, which was inaccurate regarding 3G.

When the Paperwhite came along, Amazon switched it to turning Airplane Mode off/on, and in doing so reversed the meaning.

Alll I can say is, no one else has reported the WiFi draining the battery while turned off, and considering that the User Interface also seems to think it is on, since it is listing hotspots in the "choose me please" popup... I really do think the simple answer is that you made a mistake and turned it on instead of off.
