The only thing that leaped out was no drive letter being assigned.

Searching in Google for "windows 10 not assigning drive letter to usb" brought me to a similar issue on Windows 7

Windows 7 Does not assign a Drive Letter

A common solution from that thread was

open command prompt
type in diskpart
automount enable
If you just type automount by itself, it will show the current status of the automount setting.
