Not quite. In the latest version you can specify an xml-file as source for the S&R rules. If you change that file before running the procedures by external means (the internal editor is handled anyway), it should be caught when you start the procedure. It will check the checksum of the original file compared to the new checksum. If it is changed, the xml will be processed again.
However, this only works if you make the changes to your source XML, not the temporary work-xml. If you change that one, it will not be caught. Then again, you should not be able to select the temporary xml file as source.
