The terms "University" and "College" -- here in the States -- usually indicate the breadth and depth of programs, especially graduate level. The larger educational program usually means that universities are larger than colleges. And, here in the States, even that may vary.
Here in NJ Montclair State College became Montclair State University after years of steady growth and expansion. As a college, I don't believe they offered any doctoral programs -- as a university, they now offer 7 doctoral programs. I believe that the change had to be approved by the state and regional accreditation agencies.
And, just to make it more fun, the adult education school at my old college was known as ... University College. It was eliminated as a separate school several years ago during a reorganization.
