I would think that is more likely. With the rise of independent publishing, the figures provided by the AAP are only a portion of the overall ebook market.

The tradititional publishers are focused keeping ebook prices higher than they should be so they shouldn't be surprised when people pick up bargain priced ebooks elsewhere. No wonder their numbers are declining.
