In practice this means you're free to mention Apprentice Alf's blog, and Apprentice Harper's github repository, and that new versions are available there. You may link to news sites that also mention this, and that have links to those places. But you may not provide direct links to the sites hosting the tools.
All this 'at one remove' stuff is necessary because of the complex laws in various jurisdictions regarding DRM and DRM circumvention.
