If you accidentally wipe the .kobo directory, it will be recreated when you next restart the device. Or at worst when you do factory reset. But, this sounds like the problem described in Kobo E_Reader wifi upgrade gone bad. That needs a new image written to the internal SD card.

Try the other suggestions. If they don't work, I can send a link to the image, but I need the model number as there are three versions of the WiFi.
