If you are using a CC to pay via paypal, it has to be one that will allow international sales. Try calling the company and getting Canada added to the list of countries where it should be accepted.
If you are paying with cash or a bank acct behind the balance, it should go thru. It's about the only way I can get Kobo sales to work, these days.
