It's almost certainly covered in the terms and agreements of the use of the ereader, likely in a simple clause of 'Rakuten Kobo can make changes to software features at any time without warning or notice'. Which would include fonts.
It can be frustrating if a font you enjoy is removed, but many fonts have free look-a-like fonts.
As to the Kobo fonts, I believe most of the early ones can be found in the sticky of fonts, which I know has been looked over for fonts which are not we aren't allowed to share.
