2) Not sure, here's my recent experience:

I wanted to purchase a 0.99 CAD deal during Black Friday/Cyber Monday, but because my Kindle library is linked to my amazon.com account, it wouldn't let me purchase the ebook in CAD. I got that message to transfer your library to the Canadian site, which I never saw a reason to do. I had to log into the US site and complete the purchase in USD.

This is using Kindle for PC, I don't have a Kindle device - not sure if there's any differences.

Based on that experience, I think the answer to 1) is no.

Follow up question, because I think some Canadians here maintain separate US and CAD accounts (two different emails/libraries/accounts):

If I register a new amazon.ca account to purchase in CAD, does that still work with the Kindle for PC associated with my amazon.com content? I don't own a Kindle. Or would I have to install on a second device to truly keep everything separate?
