That crowd funding and Patreon are two different things.

Crowd Funding is like Kick-Starter.

Patreon is monthly donation to support your favorite authors. Hopefully, with enough donation, that author can write full-time. A full-time writer will provide more books/chapters than a writer who is working a different full-time job.

As for why Wattpad would do something like this when Patreon already exist, the answer is simple.

Cut out the middle man and prevent Patreon from taking away Wattpad writers.

If Wattpad is dependent on Patreon, some popular authors might just post stories only on Patreon and cut Wattpad out altogether.

Also, it makes no business sense to send people away from your website. For example, I am on Wattpad. Author provide a Patreon link. I click on it. Now I am on Patreon. I browse through Patreon and discover other stuff (music, comics, videos etc...). Which means less time on Wattpad.
