iOS9.2 is a huge speed update for my iPad 2, so you may want to update to it. 9.1 was a crawl and made me seriously consider an upgrade to an iPad Air 2.
No more need for that fortunately!
I would say it is as fast as 7.1.2, which I updated from a week ago, so I can still recall it quite well.
