It's Amazon's replacement for the previous free app of the day program. It has a bunch of apps that are "Actually free", as in they not only don't cost anything, but in-app purchases are supposed to be free too. There are some really good deals in it, but be sure to pay attention to the details. Notably, most (maybe all) of the Disney apps with consumable IAP (like Frozen Free Fall, Inside Out Thought Bubbles, etc.) do not have free IAP. They come with a bonus pack of items and/or gems and once those run out, you're out of luck. Unless they've changed it since launch, you couldn't even opt to buy more with cash if you wanted to. Still a good deal if you intend to never spend a dime on them, but rather misleading. On the other hand, I grabbed Where's My Water 2 and it had everything unlocked for free. Normally you have to pay to unlock them all. So that one is a great deal.

Lots of other apps do include free IAP though. You can purchase it at no cost, and there's usually a timer to keep you from buying it over and over repeatedly. That's a fair tradeoff.

Developers are paid by time people spend playing the apps. So it does track how often you run the games.
