That would depend on the quality of your internet, wouldn't it? I had to do a restore in an iPhone 5 after we got it unlocked, and I wouldn't have even tried that with our satellite internet service. I installed iTunes on our Windows 8 computer specifically to get this done.

Oddly enough, I wasn't able to complete the update to iOS 9.1 with iTunes, though. I ended up using iCloud for that, which took a few hrs. I think a full restore if that phone with iCloud would have been unworkable, though.
