It only takes one person to upload a stolen ebook, and it is forever available to anyone who wants to illegally download it.
And they'll use a throwaway account for it anyway.
And (unless you spend inordinate amounts of time stripping them out, which most people probably don't think of) the books that they upload will still contain the Amazon metadata/watermarks identifying the account that purchased them. Which is really a much better way of identifying pirates than assuming everyone who returns a lot of books is a professional ebook thief.

Now I may be a complete idiot but to me a pirate wouldn't necessarily return the book. Especially if they are benefitting in some way from having said book. Mostly because it would draw unwanted attention after a time.
I hope that makes sense.
I mean a cigarette thief, isn't going to steal the cigarettes from a store and then return them for a refund. No they are going to sell them to others for a profit to themselves while undercutting the stores.
