PocketBook supports hierarchical directories.
I use "Save to disk" in Calibre to create hierarchical directory with author name/[series]/[series number - ]title paths.
Then I use "create catalog" to create nice hyperlinked list of all books, authors, tags, blurbs, covers ...

PocketBook does have bookshelves or favorites, but in recent versions of firmware the functionality was severely limited in comparison with older versions.

There is not much motivation to develop driver for this, because as I said PocketBooks have support for hierarchical directories, so it is possible to organize books in a sane way without collections or bookshelves or whatever other brands have to use. Some devices, such as Kindle or Kobo do not support subfolders, so users have to use some means of organization if they want to navigate more than a handful of books.
