iPlayer does not work outside the U.K. If you're really determined you can use a dns service to get around the geo blocking. I'm not sure of the legality of it.

That may well be the down side they need to live with. Yes a few people game the system, but everybody else has transparency. Right now, rather than having clear guidelines, they are relying on self censorship, so to speak.

I suspect their algorithm is pretty complicated and even their reps do not know exactly what trigger warning, flagging, and account closing. Hence the vague and unhelpful communication.
