I've often wondered if there was a galactic "Off Limits" sign warning other civilizations to steer clear of the danger, but whet I really suspect is that once a civilization reaches the technological stage where they are able to reach out to other worlds, they have also reached the stage where it is possible for them to destroy their civilization. That is to say, I strongly suspect that no civilization ever reaches far beyond the level where we now find ourselves before it destroys itself. Pretty bleak, until you recall that life is just a bowl of cherries, and you break out in song.
