It isn't either terrible or unsuited for 6" screens. It's not the format, but the specific files.

A PDF file designed for 6" screens can be indistinguishable from ePub or much much better (as it's immune to the various ePub renderer limitations and glitches). With the caveat that you won't be able to change font size, margins, etc. (but if the PDF is designed with the settings you like, you may never notice).

Of course, for A4/letter-sized PDFs, scans, etc. a 6" screen device is never going to be a satisfying experience, much less if it's eink.
