If the scrap gold is refined before casting jewelry it is fine. You are then going to alloy the gold with other metals to get the karat and properties you want in the casting. If it is just melted down and cast the quality can be problematic. For example, using chain to cast will cause problems since chain links are soldered together. The solder makes for a poor casting.
