Presuming with "unactivated" phone, you mean a phone without a simcard, yes, you can. It would simply act like any old-school PDA. You will be able to connect to a local wifi, and go to the app store. You won't need to use a PC to load ebook apps on the device, but you'll be able to use the onboard app store. You could connect it to your PC as well, but I personally prefer to use wifi, no messing around with usb cables!
