Sure it can. But so can the current crop of devices.
The problem is not the CPU, and the problem isn't even the screen.

The problem is the e-ink controller which is throttled to conserve battery power.
And the problem is that no one really wants to pack an ereader with RAM.

Oh, and my browser works fine, but then I am using the hacked one by @baf.
