Hmm. Maybe there was a reason the seller was selling the Kindle: it may be defective (or more generously, they sold it without knowing it was defective). That would be the simplest explanation, at any rate.
You could try doing a factory reset and see if things work better after that. If that has not been done for awhile, there could be some digital 'lint' that prevents normal operation.
