All his (non-posthumous) works, including All Hallow's Eve are public domain in Life+50 countries. They will all be public domain in life+70 countries in two months, on 1st January 2016.

But USA copyright is more complex. Cornell University has a good summary.

If there was a US registration in 1945, it would have had to be renewed about 28 years late, around 1973. For renewals of this date, we'll need to check the database kept at Stanford University.

Ah - and there is a record. All Hallow's Eve by Charles Williams, registered 19 Jan 1945, renewed 14 Feb 1972. That means it has a US copyright of 95 years, and will fall into the US public domain on 1st January 2041, in just over 25 years time.
