Check that all of your "sign in options" in My Account > Account Settings are not linked - Angus & Robertson etc - and that you're just signing in with email/password. Also delete any credit card information on file.
After that, change the country in your Billing Address, press Save (not bottom right, Save on the Billing Address column), go back to Home, and Shift-Refresh to force a refresh. I've just tested it and it works. If it isn't, you may have missed a step, or you may be getting a cached page from somewhere.
I just changed my billing address to the UK, to the USA, and back to Australia, all from a Swedish IP address, confirming that the home page had changed appropriately each time.
