Regular Calibre opens the Last used Library by default
If it does Not:
a) Calibre was ended abnormally (crashed, forced in task manager, Power fail)
b) Calibre can not write to the Configuration folder (other preference may also fail)
c) You are running the Portable version
d) the last used Library is on a drive that was not 'Ready' when calibre started NOTE: Network shares are NOT supported
The shortcut you start with includes a command switch --with Library <This is not a normal install setting
