Slide Over is supported on iPad Mini 2 or Air or later. That's what you are seeing, and it is useful enough. It lets you 'park' an app for quick access and return, whereas before you had to use the task switcher or 4-finger swipe to go forth and back (typical application is having a note app or password manager, handy for quick access). But the Kindle app itself could appear as a 'quick access app' if and when Amazon implements support for that.

That probably would not be very useful in itself, but implementing that would also include (on iPad Air 2 or Mini 4 or Pro) ability to run side by side in true multitasking mode. This supports a broader range of use cases, for example, having a browser session where you can look up things you are reading about, take notes, compare original language and its translation, etc.
