Butcher has said multiple times he wrote
Storm Front to prove to his writing teacher that she was wrong about how to write a popular novel.
I don't personally believe he had it all planned out from day 1. Once he saw he was popular, he might have then mapped everything out and used bits and pieces from the first book or two to make it all seem intentional...but I really doubt it's been from day 1.
