Minimal? I guess you can do almost anything with:

<div>, <span>, <img>, <a>

If you want some semantics, you can (and should) use:

<p>, <em>, <strong>, <br/>, <h1>...<h6>, <hr/>, <blockquote>

I think that pretty much covers all I use in my books.
