Ok...when I went to books.google.com and typed in "Treasure Island" I ended up on this page

I then decided to click on the "Ebook-Free" button to download the book, and it took me to google play to get the book. I had to use a google account to download the book. (although I
didn't need a payment method attached to the account)
So yes...google books doesn't sell anything, and you can't download anything from there either--not even free books that are in the public domain.
I was replying to 2 separate things--Cinsajoy's statement that you had to have a card on file in order to get even free books from Google play, and your post saying that "out-of-copyright ones can be downloaded as page-scanned PDFs"
Neither are true, in my experience.
