Google Books is a project to digitise books. The out-of-copyright ones can be downloaded as page-scanned PDFs; the commercial ones obviously cannot.
The URL is what you'd expect it to be:
http://books.google.com
http://books.google.co.uk
etc.
This is entirely separate from Google
Play Books, which is a commercial ePub bookstore.
