Oh my, you're having a hard time of it.

I'm presuming by now that you've contacted PayPal and that the issue is not at their end.
Have you checked the format of the ebook? Could it be a kepub and only sitting on Kobo Desktop?
(If you need help finding the format, then go to the Kobo info page of the book and scroll down to the bottom left and you'll see it listed near the ISBN etc)
