At the moment it is only in the "Insider" version of Windows 10.
This is easily turned off by an option in the start settings page.

I wonder if it was an intentional clcikbait by Slashdot editors.
I am re-reading long-winded Slashdot discussion and it looks like this *is* an option. Off by default for some "insirders" and On for others.
We shall see the fallout ;-)
