After a factory reset, it will always download the latest firmware during the setup. But, you can stop this if you use the Kobo desktop application to do the set-up. When doing this, you let the application do the setup and before ejecting the device, replace the firmware updates files with the files for the version you want to use. Or you can remove them completely and use the factory firmware (1.9.11 is so strange now).
You can usually download to a recent firmware safely, but, I think with the problems you are having, the factory reset is a good idea. The real question is what version you want to use. If it is 3.17.3, a few people have done this and it seems safe. But, if you are going further back, the above method is recommended.
