The discovery aspect of KU hinges in large part on the pool of stories in KU being a subset of the full Kindle ebookstore. Amazon still makes the bulk of their ebook money off sales, after all.
The trick to KU is to make the payout attractive enough to draw in a good supply of content but not good enough to draw in traditional publishers.
