You can use any web browser on the iPad to visit amazon.com and purchase ebooks to send to the Kindle app your iPad. Or go to Manage your Content and Devices ('amazon.com/myx') and send anything in your Kindle library to it.
If you use Safari, Amazon has an iPad-optimized Kindle Store web site that you can save to your home screen. You can even read Kindle books in Safari directly without installing the Kindle app. But I usually just visit the regular site, or purchase on other devices. If you subscribe to Kindle Unlimited, you can browse and download KU titles without leaving the app.
