I can't think of anything on the internet that doesn't allow "fake email addresses", though some of them will restrict using email addresses from the plethora of "10 minute email" addresses.
It is a valid point that Kobo doesn't require you to set up verified payment info just to login to a Kobo device. (Although it shouldn't be terribly surprising to learn that Amazon doesn't require it either.)

I don't know about Amazon but what I meant by 'fake' email addresses for Kobo is that there is no validation at all. No confirmation email to click to confirm you really have that address, the 'email' address can actually not exist, you can make it up as you go along.
I think on one of my faulty devices when after removing my registration I had to set it up again to show the seller the fault so I used
loulou@gmail.com, it was the first thing I thought of when faced with the registration screen.
