Probably because of the higher denomination 20's take longer to circulate to the point of needing replacement then 1's, 5's and 10's. So bacteria has more time to grow on it. mmm yummy...
Though in the end you are probably better off letting your kids lick their money then washing their hands with anti-bacterial soap constantly. Chances are the kids will grow up with strong immune systems as apposed to the bacteria. That's why when my kid was old enough to swim I just took him down to the creek once a week and threw him in. 'Just avoid anything rusty or sharp'...
