I think you must mean megabytes! I don't think it's possible for an epub to be that small. I think your image must be gigantic.
Yes: I see you said 18 KB for the image. Again, that would be so pixilated as to be unviewable. Surely it's 18 MB, and that's your problem. Images should be sized about 127 KB in a reflowable book, to avoid being degraded by the conversion.
