I don't think I've ever heard of this happening before.
Standard Operating Policy for Amazon when a book is removed from the Kindle Store, is to continue providing access to is for any customer who purchased it.
And plenty of books still download as MOBI-only (even on the latest devices) -- none of them have been removed from the Kindle Store -- or customer accounts -- just because they aren't available in AZW3.
If you seem to be suffering from a contrary experience, I suggest you call Amazon Customer Service and ask what happened to your purchases.
Maybe you are making a mistake.
Maybe Amazon made a mistake.
Maybe Amazon has truly confiscated your purchases.
Whichever is the case, Customer Service may be able to clear things up.
