You have 9.0.2. I had 9.0.1 at the time. Once I upgraded to 9.0.2 a lot of issues seem to have gone away. Plus I'm not sure all carriers have the same implementation for these options. T-Mobile was/is one of the few USA carriers to even support WiFi Calling. I know AT&T is still dragging its corporate feet on supporting it. Not sure about Verizon and Sprint. T-Mobile was the first major carrier to support though. At any rate, 9.0.2 seems to handle WiFi options much better. I just checked it by turning OFF WiFi on my iPhone and then opening a page in Safari that I had never been to before. It worked very well. So 9.0.2 seems to have squashed a lot of WiFi gremlins!
